Roadway Construction Planning Subject to Work Zone Safety: Status Review

Work zones are generally established for roadway rehabilitation and expansion projects. Proper planning and design of work zones is crucial to realizing (1) project time and budget objectives and the (2) safety of the construction crews and the public. Performing construction work in the crowded and complicated urban streets is extremely challenging. In work zone planning and design, Traffic Accommodation Strategy, Transportation Management Plan, and Traffic Control Plan need to be considered, and work zone implementation involves four fundamental elements, including advance warning, transition, activity area, and termination. Previous studies focused on the work zones have been conducted from the perspective of transportation engineering. This paper introduces the definition, classification, characteristics, and hazards of urban street work zones, with special emphasis on the cost implications in connection with work zone planning, implementation, and safety. The research also examines various technology measures to ensure work zone safety, such as traffic control devices, speed reduction systems, and intrusion sensing technologies.
