Risk management is the use of disaster risk reduction policies and strategies to prevent the occurrence of future disasters, reduce current disaster risk, and manage residual risk, thereby enhancing resilience and reducing catastrophic losses, despite the fact that citizens may take an active role in geohazard risk management. Citizens’ Observatories are community-based information and monitoring systems that invite citizens to submit observations, generally by mobile phone or the internet (WeObserve, 2018) and directly link volunteers and scientists for the bidirectional exchange of data. This chapter examines how Citizens’ Observatories can improve risk management systems by promoting citizen involvement, educating and making citizens aware of the possible geological hazards that may occur in their area of residence and surroundings, and thereby encouraging them to exert pressure on decision-makers and local and government authorities to implement preventative and protective measures.
