Model for Local Resilience Diagnosis and European Fundraising

The impact generated by the COVID-19 pandemic has highlighted the need to study and diagnose the territorial reality in order to gain an in-depth understanding of the risks and opportunities facing a territory in its social, economic and environmental context. The aim of this paper is to present a proposed model from which to approach the diagnosis of territorial resilience. A selection and prioritisation of relevant indicators at the municipal level has been carried out based on the three classic dimensions in which the model is structured: social and community, economic and environmental. The creation of this tool provides the territorial units in which it is applied with an effective instrument that allows for the diagnosis and comparison of their situation with respect to the rest of the territories, facilitates decision-making and allows for the development of responses adapted to the contextual needs of each territory.
