Persons with disabilities face significant challenges in humanitarian and conflict settings, where their vulnerabilities are exacerbated by violence, displacement, and limited access to vital resources. Despite existing legal frameworks designed to protect individuals with disabilities during crises, the implementation of these protections is inconsistent and often hindered by systemic barriers and insufficient resources. The risks faced by disabled individuals are further compounded by gender-based violence, particularly for women, who encounter higher rates of abuse and mental health issues in conflict scenarios. Access to mental health support is crucial yet remains severely lacking, as many affected individuals do not receive the necessary care. The disruption of education in conflict zones disproportionately impacts children and youth, perpetuating long-term socio-economic challenges. There is a clear need for integrated approaches that combine international humanitarian law and human rights law to create culturally relevant responses, especially in diverse legal and cultural contexts. Efforts must prioritize enhancing the commitment to disability rights, including training for humanitarian workers and establishing inclusive educational frameworks. By focusing on these critical areas, stakeholders can improve access to resources, ensure equitable distribution of aid, and promote the dignity and rights of those most vulnerable during crises. Ultimately, sustained action and advocacy are essential for creating a comprehensive approach that addresses the unique challenges faced by persons with disabilities in humanitarian and conflict settings, as explored in this paper.
