The COVID-19 pandemic had wide-ranging impacts on health care systems and disproportionately affected the health and well-being of people living with disabilities. The pandemic exacerbated preexisting disparities affecting people with disabilities, making them more likely to experience adverse health outcomes. These included limited health care access, mental health issues, risk of contracting COVID-19, and severe consequences such as death. Factors related to an elevated risk of contracting COVID-19 were older age, residing in poor socioeconomic settings, living in care homes, lack of accessible information, and type of disability. Therefore, any response to emergencies such as pandemics should be disability inclusive, engaging people with disabilities. Government support and multicountry collaborations for developing plans and policies for improving the health of people with disabilities during pandemics and routine care should be considered. The health care sector, social sector, and other sectors should work together and collaborate to support people with disabilities during pandemics and routine care. It is also crucial to improve data collection regarding disabilities and invest in research with the goal of improving the health and well-being of people living with disabilities.
