The detrimental effects of the decade-long austerity policies can be reversed with innovation-led investment cycles. The European Union (EU) needs a strategy for substantial greening; this strategy must take into account additionality and conditionality and should be mission-oriented. The question of green finance has also arisen. In this regard, the Next Generation EU programme is a significant step, but it requires a better managerial structure and hierarchy.
