Conceptual and Theoretical Foundations: Federalism, Conflict, and Historical Institutionalism

This chapter focuses on the concepts of federalism and federation that the book is structured around, as well as the book’s analytical framework of historical institutionalism. In defining federalism, Watts[aut]Watts, Ronald (Comparing Federal Systems (3rd ed.). McGill-Queen’s University Press, Montreal and Kingston, 2008, p. 8) has distinguished between ‘federalism,’ ‘federal political systems,’Federal political systems and ‘federationsFederations.’ Federalism is a principle of shared rule and regional self-rule of multi-tiered government, while a federal political system is ‘a broad category of political systems in which … there are two (or more) levels of government thus combining elements of shared-rule…and regional self-rule’ (Watts[aut]Watts, Ronald 2008, p. 8).
