Artificial intelligence (AI) is reshaping how international human rights are monitored, offering positive outcomes while simultaneously introducing complex ethical and practical risks. This chapter explores the dual role of AI as both a transformative tool and a potential threat in the detection, documentation, and prevention of human rights violations. It investigates two central themes: that AI can enhance the monitoring of human rights abuses, and conversely, that it can reinforce or even worsen such violations. Through a critical review of international human rights systems and case studies of AI applications in human rights contexts, this study illustrates the promises and perils. Key concerns include issues such algorithmic bias, privacy, ethical data use, and transparency. The findings will be useful guidelines for any responsible application of AI in human rights monitoring, reporting, and documentation.

摘要
