Hierarchical Model of the Decision Support System for the Situation Center Dispatcher to Select the Optimal Data Analysis Method

The methods for monitoring the modern technical systems, including aviation complexes, functioning development and the increased digitization of these systems have led to a significant increase in the volume of diverse information receiving by the situation centers of critical infrastructure facilities. In order to ensure the efficiency and accuracy of decision-making by the situation center dispatcher, it is necessary to develop a scientific and methodological apparatus that implements an adaptive selection of the optimal decision support method, taking into account the multi-criteria nature of the task, the heterogeneity of the incoming data, limited computing resources and time. However, the task arises of selecting the optimal decision-making method into account limitations on computing resources and operating time. The article proposes formalizing the hierarchical structure of the decision support system, where the analysis method is first selected, and then, based on this selection, a decision is made about the solution of an emergency situation. The results of the demonstration experiment showed the effectiveness of the presented model in managing the transition between the hierarchy analysis method and TOPSIS.
