Abstract <p>Principles are developed within a multilevel framework for import substitution in aircraft manufacturing, on the basis of industrial and economic collaborations. The conceptual approach is based on identifying key components of import substitution within the current development of the industry that stimulate the development of economic relationships in spheres associated with scientific and technological security. A multifactorial model is developed for the organization of relationships, with the goal of developing import substitution on the basis of collaborations. Indices are proposed for assessing the import substitution principles here outlined.</p>
