<p>Digitalization and the associated digital transformation are leading to far-reaching changes in politics and administration. New technologies such as open data (OD) and artificial intelligence (AI) are increasingly influencing how political decisions are made and administrative processes are designed. This conceptual article answers the question of how OD and AI are changing the policy cycle in its phases. To answer this question, an overview of the current state of research was first compiled. The possible influences of OD and AI were then analyzed in the context of the individual phases using the example of the policy field of mobility and the Mobility Data Infrastructure (MODI) project. The results show that OD and AI cannot only support data-based decisions, but also change the number and role of the actors involved and their tools.</p>
