摘要

In a case study from 2020, the characteristics of different types of organizational culture in the university context during the COVID-19 pandemic were analyzed based on a business-IT alignment model approach. Employees from the information and communication technology department and affected stakeholders were interviewed. The study revealed various forms of coordination and culture at different management levels that helped maintain university operations during the pandemic. In 2022, a follow-up study was conducted with a similar setup to identify possible changes after the COVID-19 pandemic. There were partial differences in collaboration and leadership. The focus of information and communication technology has changed from strategic considerations to operational and customer-oriented services. University management was perceived primarily as a prioritizer, while information and communication technology management was increasingly focused on implementing strategies. Furthermore, the agile framework SAFe® introduced during the observation period caused changes. The organizational culture was predominantly described as a mixture of clan and hierarchy, while innovation and risk-taking were somewhat lost. The return to normality increased the focus on structured processes; some positive aspects of the pandemic period, such as team cohesion and innovative spirit, rather diminished. The study concludes that sustainable cultural change requires greater perseverance, and adopting an agile organizational structure must still mature. In terms of an IT-business partnership, these results can provide suggestions for being better prepared for radical changes in the future and increasing the value contribution of the whole IT.
