The role of popular restaurants in the Human Right to Adequate Food: a scoping review

Food and nutrition security (SAN) is a multifactorial issue that has been discussed in Brazil over the years. Public Infrastructure for Food and Nutrition Security (EPSAN-2003), which included the popular restaurants (RPs). However, there is still a high number of people facing food insecurity in Brazil.
ObjectiveTo evaluate the performance of popular restaurants in guaranteeing the DHAA of their users.
MethodologyThe review was guided by JBI methodology for scoping reviews. The search was carried out by two independent reviewers.
Eligibility criteriaPopulation: Popular restaurants users; Concept: popular restaurants; Context: Safeguarding the Human Right to Adequate Food. Exclusion criteria were not applied regarding study type and language.
Sources of evidencePubMed, Scopus, Web of Science, Embase, Google Scholar, SciELO, LILACS, including all types of studies. The data analysis was conducted qualitatively, without the application of quality assessment instruments.
ResultsWe identified 1.917 studies, and a total of 22 studies were included in this review. The included articles covered important topics regarding the role of community restaurants, addressing issues such as historical trajectory of the popular restaurants, evaluation of different SAN programs and their correlation with the Popular Restaurant Program (PRP), users’ perception of the PRP as a SAN policy, and evaluation of the PRP as a promoter of DHAA.
ConclusionThe DHAA is guaranteed by RPs when they present actions that are interconnected with other policies of SAN and when its users perceive food as a right that the state must guarantee.
