Assessing interstate COVID-19 response efficiency in India using a hyperbolic distance function approach

This study evaluates the relative performance of Indian states and Union Territories (UTs) in managing the COVID-19 pandemic using a Data Envelopment Analysis (DEA) framework based on a Hyperbolic Distance Function (HDF) approach. The findings reveal substantial inter-state disparities. Maharashtra and Arunachal Pradesh emerged as the most efficient performers, followed by Andhra Pradesh and Karnataka, while Chandigarh, Dadra and Nagar Haveli, Puducherry, and Tripura exhibited the highest levels of inefficiency. Furthermore, a modest positive correlation between efficiency scores and vulnerability indices indicates that certain highly vulnerable states and UTs demonstrated relatively strong management efficiency, reflecting adaptive governance and community resilience. The results underscore significant variations in state-level health system preparedness and resource utilization, offering critical insights for policymakers seeking to strengthen public health infrastructure, enhance institutional responsiveness, and improve pandemic preparedness across India.
