Abstract <p>The formation of modern regional policy in Russia occurred during a period filled with radical reforms and acute crises. The result of the avalanche of reform and anticrisis “trials and errors” was a conglomerate of goals, objects, bodies, and measures of uncoordinated and inconsistent regulation of individual aspects of regional reality, which does not ensure synergy in the regulation of spatial development. The current unsystematic structure, the elements of which are scattered across many legal acts and structures, complicates the appropriate organization and effective functioning of this sphere; gives rise to departmental disunity, inconsistency, and contradictory actions; and makes regional policy cumbersome, expensive, and criticized for its low effectiveness. The partial innovations that have been carried out for many years, while increasingly complicating this policy, do not lead to its significant improvement as a whole. To radically increase the effectiveness and efficiency of regional policy, it is necessary to systemically organize it as a holistic phenomenon, the result of which should be an internally consistent and harmoniously developing system of regional policy. The formal completion of the current Fundamentals of State Regional Policy in 2025 also prompts this step. The article substantiates the intent, prerequisites, and conceptual provisions of the proposed systematization of regional policy and comments on its most important directions.</p>
