Neoindustrialization—Towards a New Geometry of Economic Spatial Interactions

The article examines the specific features of the formation and development in the Russian economy of organizational structures aimed at achieving both economic and technological sovereignty and the development of cooperation and interaction of complementary industries and spheres of economic activity. Among the most important features of the proposed approach is the consideration and development of interaction through the prism of taking into account and reflecting the spatial characteristics of the domestic economy. According to the authors, the Russian economy is distinguished by the more than significant role of the spatial factor in solving all the main problems of socioeconomic development. This is due to both the significant distances involved in the delivery and provision of goods and services, and the significant dispersion in space of individual stages and processes within the value creation (value added) chains. Failure to take this into account in “radical” economic reforms over the past 30–35 years has led to the degradation of many industries and areas of economic activity: the rupture or elimination of fragments of value chains (value added) created in the process of industrialization. The authors develop and detail the approach to the formation of sustainable value chains (value added), developed at the Institute of Economics and Industrial Engineering, Siberian Branch, Russian Academy of Sciences, which is called “pulse projects.” It is proposed to develop these projects based on a combination of vertical integration processes of complementary stages (located in different regions of the country). This development is closely linked to the establishment of horizontal interactions at individual stages of economic processes and technological processes. This approach, according to the authors, allows for the establishment and development of horizontal interactions in the context of implementing both spatial development problems and achieving the priorities of scientific and technological policy.
