Problems and Prospects for Spatial Development of a Macroregion (Based on Materials from the Regions of the North Caucasus Federal District)

The country faces economic and societal challenges stemming from high regional disparities in socio-economic development parameters, demographic issues, and low connectivity of its territory. In order to address these problems, the Strategy for Spatial Development of the Russian Federation until 2030 with a Forecast up to 2036 has been adopted1 (hereinafter referred to as 2030 Strategy). The primary methodological approach outlined in the Strategy involves implementing specific provisions of cumulative theories that justify development through growth poles or agglomeration. From an institutional perspective, the key elements are the supporting municipalities. Depending on the functions these municipalities will serve in achieving the priorities of spatial development, they are classified into four main groups. Their roles may vary across different districts, but they will serve as catalysts for economic development in the area, fostering a favorable living environment, and enhancing the quality of life for the population. The article analyzes the state of spatial development in regions within a single federal district—the North Caucasus Federal District (NCFD). It establishes a rating for each region based on integrated indicators of spatial and economic development, it groups and classifies supporting municipalities, proposes tools, and outlines prospects for regional development as part of implementing the 2030 Strategy.
