Abstract <p>A lot of countries around the world use greenhouse gas pricing mechanisms (GHGPM) to create economic tools for carbon regulation. Russia is yet to have its own GHGPM. The national GHGPM should be developed, taking into account additional factors, such as the possibility to curb future payments under the EU carbon border adjustment mechanism as well as facilitate synchronization with the prospective international carbon market under Article 6 of the Paris Agreement. The article makes a quality analysis of the GHGPMs of Russia’s key trade partners and formulates recommendations for a balanced development of the national GHGPM. It is concluded that the emissions trading system similar to the European one is an option which allows maximizing the above synchronization effects. It is not expedient to extend the Sakhalin experiment model to the national level because it does not allow having synchronization effects. However, the Sakhalin GHGPM can develop according to the regional market logic.</p>

Abstract
