Abstract <p>The progress in the development of the SPHERE-3 project is reported. The capabilities of the reflected Cherenkov light telescope and the direct light detector are stated. The procedures for separate EAS primary parameter assessment are mentioned. The advantage of dual atmospheric detection is underlined. An idea of the self consistent overall procedure is revealed.</p>
