Abstract <p>This article examines the lives of two brothers, Lev and Vasilii Perovskii, who were “Decembrists without December” during the reign of Alexander I and became “enlightened bureaucrats” during the reign of Nicholas I. The term <i>Decembrists without December</i> refers here to members of secret Decembrist societies who sought to transform Russia through government reforms rather than revolutionary upheaval. As Minister of the Interior, Lev Perovskii championed antiserfdom initiatives, but the infamous “Petrashevites’ affair” was also fabricated in his Special Chancellery. Vasilii Perovskii went down in history as the military governor and then governor-general of Orenburg krai, whose area of responsibility included not only this multinational region of the Russian Empire but also the implementation of imperial policy in Central Asia.</p>
