摘要

Introduction:

the introduction of digital technologies into politics and public administration has long ceased to be a novelty. Since 2012, the digital transition has been the main trend in improving the efficiency of governance processes. The dynamic development of digital technologies requires flexible responses and high adaptability of government to innovation. Since 2021, Web 3.0 technologies have become the focus of attention for both academics and managers, IT specialists, as well as heads of commercial companies. Among the new generation of innovations, the metaverse holds a special place, its development associated with a fundamental transformation of all sectors of life, including public administration.

Purpose:

to identify existing problems and prospects for the implementation of metaverses in public administration practices in Japan, the Republic of Korea, and China.

Methods:

comparative analysis, document analysis, case study, institutional approach, ranking, event and intent analysis.

Results:

a correlation was found between the level of public administration effectiveness and the development of digital technologies. The implementation of metaverses in public administration depends on the political regime and the strategies of ruling actors. It was shown that there is increased public sector interest in NFTs and the metaverse in Japan, the Republic of Korea, and China: these countries are currently the first to implement Web 3.0 at the state level.

Conclusions:

the implementation of metaverses demonstrates the political regime’s high level of adaptability to innovation and its ongoing support for new technological developments. In the coming years, metaverses will become a key factor in the development of national strategies in Japan, the Republic of Korea, and China. The governments of these countries recognize the importance of implementing advanced technologies in the digital race, and their desire to take a leading position in this area is already reflected in many of their strategic documents.
