Abstract <p>The events covered are those that took place in Kamchatka and Okhotsk in the early 19th century, when Major General P.I. Koshelev was the governor of Kamchatka oblast, and Captain 2nd Rank I.N.&#xa0;Bukharin was the commander of Okhotsk Port. These officials held their posts briefly, but they left a lasting mark on the history of the Far East, becoming known primarily for their despotic style of governance. The analysis of contemporary accounts and archival materials makes it possible not only to characterize the activities of these individuals but also to understand the complexities of governance in the Far East and how the central government, through the reorganization of the administrative–territorial structure and institutions, attempted to find the most suitable governance model.</p>

Abstract
