The Trump administration manufacturing economy: an enhanced U.S. industrial policy?

This paper first addresses the second Trump administration’s manufacturing-based policy frameworks, which includes the identification of several public-private partnerships developed between manufacturing and mineral mining companies in tech-related industries and the Federal government, as well as the development of an industrial policy general classification system for these partnerships. Second, using the industrial policy general classification system, the paper addresses whether the second Trump administration is “enhancing” existing U.S. industrial policy. Third, utilizing these previous results, an industrial strategy framework is applied vertically and horizontally to the first-year public-private partnerships data, verifying an enhancement (i.e., vertically) of existing national industrial policy.
