摘要

Telehealth can expand healthcare access, yet equity remains inconsistently addressed in Australian policy. Reviewing 15 policies (2019–2024) with the 6 A framework revealed a strong focus on rural access but limited strategies for affordability, digital inclusion, and culturally safe care. Equity monitoring was weak. Addressing financial barriers, digital literacy, and the needs of people who are underserved by healthcare services is essential to ensure telehealth reduces, rather than reinforces, health disparities.
