<p>As climate change intensifies, effective adaptation policies are vital for reducing community vulnerability. This study evaluates the real-world impacts of various climate policies in New England using data from 1232 policies in the Resilience and Adaptation in New England (RAINE) database and Social Vulnerability Index (SVI) data. Employing Fixed Effects regression models and Staggered Treatment Difference-in-Differences (DID) for robustness, this work analyzes the effects of policy features and implementation levels. Results show that policies focused on infrastructure enhancements and regulatory measures are most effective in reducing vulnerability. In contrast, those targeting Social and Environmental Justice, Climate Mitigation, and Disaster Recovery may increase vulnerability due to ineffective implementation or neglect of community needs. Local initiatives with state funding show significant success in enhancing resilience. This research underscores the importance of aligning policy goals with community needs to craft effective adaptive strategies against climate change.</p>
