Management effectiveness evaluation of protected areas in Central Vietnam using the fourth version of the management effectiveness tracking tool

Vietnam currently has 34 national parks (NPs), 60 nature reserves (NRs), 22 species and habitat conservation areas, 65 landscape protection areas, and 216 management boards of protection forests (PFs). These protected areas play a crucial role in biodiversity conservation and ecosystem services. However, the management quality of most protected areas is still unknown, which limits the effective management of protected areas (PAs). Currently, the need to evaluate the management effectiveness (ME) of PAs is increasing in Vietnam, as well as worldwide. The aim of this study is to evaluate the management effectiveness of fourteen PAs in Central Vietnam. This study was implemented using the fourth version of the Management Effectiveness Tracking Tool. This tool includes 12 threat categories, 42 indicators according to 6 management elements, and the number of suitable indicators varies from 39 to 42 indicators by PAs and types of PAs. The ME values are divided into 6 levels (very poor: < 25%; poor: 25–49%; fair: 50–59%; good: 60–74%; very good: 75–89%; excellent: 90–100%). The results showed that the overall ME score of PAs in 2023 was 69.54%, equivalent to good ME. The higher the score, the higher the ME. The NP recorded the highest score (71.92%), followed by the NRs (70.47%) and the PFs (67.81%). In addition, the planning element according to IUCN recommendations was assessed as a “very good” category, and the remaining elements of inputs, process, outputs, and outcomes were assessed as a “good” category. Factors affecting ME were types of PAs, management authority, staff, investment budget, and date of establishment. The PAs with high scores often have well-trained staff, have been established earlier, and have adequate budget support from the state and projects. Besides, the threat categories to the main values of PAs are facing (i) biological resource use and harm, (ii) geological events, (iii) human intrusions and disturbance, and (iv) agricultural expansion and intensification. The results of this study provided useful information for PAs to develop action plans to improve management, as well as develop plans for sustainable forest management, protection, conservation, and development.
