<p>Local and regional policy-makers are called to develop policies that spearhead economic growth in their territory while at the same time promote inclusiveness and improve quality of life. Finding the right balance between the two, especially in areas heavily influenced by technological developments (such as urban planning, urban transport management and urban energy management) is a real challenge, known in the literature as the “Collingridge dilemma”. This paper describes a methodology to support policy making professionals and researchers in involving citizens in the design of urban policies highly affected by new technology and innovation. We propose a five-phase methodology, developed and validated in the context of the RRI2SCALE Horizon2020 project. The first phase includes a review of the current Research and Innovation (R&amp;I) landscape, identifying regional dilemmas and exploiting potential collaborations with other regions. The second phase investigates emerging trends and develops techno-moral scenarios for the future. In the third phase, the scenarios are communicated to the wider public to validate their content, and stakeholders experiment with the scenarios. In the fourth phase of policy design, co-creating an agenda with specific goals and initiatives makes for a commonly agreed course of action toward actively addressing the dilemmas identified. Ongoing monitoring of the process allows on-spot improvements and a solid evaluation of the impact on society, the economy and the environment. Real-life examples from RRI2SCALE are provided, as well as hints for further information. We envisage that the guidebook will inspire urban and regional authorities, as well as project consortia globally, in adopting the RRI2SCALE approach.</p>
