Urban growth and the challenges of land use planning in Dambai, Ghana

The purpose of this paper is twofold: to explore the complexity of spatial plan preparation and implementation in Ghana using Dambai as a case study; and second, to explore the spatial transformation of Dambai between 2017 and 2023, focusing on urbanization; urban form; and the extent to which these spatial transformations have influenced urban planning narratives in Ghana. Using semi-structured interviews with 110 experts and a physical assessment of land use plans, the study's findings demonstrate that spatial planning in Dambai is a strict process that has been dominated by urban planning organizations with minimal community involvement, meaning that spontaneous informal development patterns—also known as self-organization—have a significant influence on urban development. Due to a deficient spatial planning framework that promotes haphazard development, this spectacle of spontaneous development is expressed in an uncertain environment. Regretfully, Dambai's spatial planning organizations frequently overlook natural development in favor of strict and exclusive plans. Therefore, in order to effectively address the urban development difficulties facing Dambai, this study adds to the discussions by promoting the incorporation and integration of self-organization processes in spatial planning initiatives.
