<p>This study provides a detailed analysis of the evolving trends reflected in Japan’s Basic Plan on Ocean Policy (BPOP), focusing on the transformation of marine protected area (MPA) policies. The progress of the BPOP signifies a paradigm shift from prioritizing resource exploitation to emphasizing biodiversity conservation and ecosystem restoration. This encompasses the expansion of MPAs coverage to cover the exclusive economic zone, incorporate adaptive management strategies, and foster public engagement. The analysis of the BPOP’s evolutionary trajectory provides valuable insights into the development of China’s MPA policies, highlighting the necessity to unify management platforms, explore novel MPAs forms, utilize MPAs strategically for the assertion of maritime rights, and enhance Maritime Domain Awareness and adaptive management through the application of advanced technologies. By gaining an understanding of Japan’s experiences, China can address the challenges faced by its MPAs and advance the conservation of marine ecosystems.</p>
