摘要

China’s Ecological and Environmental Code (EEC), adopted on March 12, 2026, will take effect on August 15, 2026. Using a “moderate codification” approach, it integrates over 30 laws into a unified framework addressing pollution, ecological conservation, climate change, and low-carbon development. A pioneering “Green and Low‑Carbon Development” section legally embeds the national “dual carbon” goals and establishes a carbon market system. The EEC also alleviates human–wildlife conflicts, works synergistically with the Civil Code, and offers a systemic solution to the triple global crises of climate change, biodiversity loss, and environmental pollution, contributing Chinese wisdom to global environmental governance.
