摘要

This article investigates the multifaceted challenges and potentialities accompanying the ascendance of artificial intelligence (AI). It posits that a comprehensive approach to AI necessitates transcending a solely technical viewpoint in favor of applying a holistic, human-centered, and politically aware paradigm to critically interrogate current developments in AI governance and geopolitics. The discourse critiques prevailing ethical frameworks, illuminating their common ambiguities and inadequacies in addressing the entrenched power dynamics and societal disparities that AI technologies may exacerbate. Through a comprehensive examination of governance frameworks, the article underscores the critical importance of transnational cooperation, stringent regulatory structures at the domestic level, and the active engagement of civil society. Furthermore, it explores AI’s transformative repercussions across critical societal sectors, including labor, public administration, surveillance, and democratic systems. The article also investigates the geopolitical ramifications of AI, particularly concerning competition among global powers and the evolution of autonomous weaponry. Ultimately, it advocates for a governance approach to AI that is responsible, inclusive, and interdisciplinary, accentuating the essential roles of community involvement, data accountability, and rigorous ethical scrutiny. It is imperative that this analysis also interrogates the fundamental capitalist frameworks that underpin much of AI development and implementation, as these frameworks frequently perpetuate and exacerbate existing inequalities.
