The role of supply market intelligence in the relationship between tender evaluation and world bank financed project procurement performance

Study investigates the influence of Tender Evaluation on project procurement performance in World Bank-financed projects in Tanzania, with Supply Market Intelligence (SMI) examined as a moderating variable. A quantitative, cross-sectional survey design was employed, and data were collected through an online questionnaire administered to 181 Project Implementation Unit (PIU) staff. A multistage sampling technique was used to select projects, followed by simple random sampling to select respondents. Data analysis was conducted using Partial Least Squares Structural Equation Modelling (Smart PLS 4) and SPSS 25. The findings reveal that Tender Evaluation has a positive and significant influence on Project Procurement Performance. However, SMI was found to significantly moderate this relationship. The results provide initial empirical evidence on the critical role of effective Tender Evaluation in enhancing Project Procurement Performance in World Bank-financed projects. Moreover, the moderating effect of SMI highlighting the need for cautious and strategic use of market information to avoid adverse effects on procurement outcomes.
