<p>Climate change poses severe threats to both natural ecosystems and socio-economic systems, particularly in fragile regions such as the Indian Himalayas. This study presents a novel, block-level climate vulnerability assessment for Meghalaya based on the common framework developed under the National Mission for Sustaining the Himalayan Ecosystem (NMSHE). By integrating biophysical and socio-economic indicators through a tiered, top-down approach, this work refines vulnerability evaluation to a finer spatial resolution. Out of the 39 Community &amp; Rural Development (C&amp;RD) blocks assessed, 25 are classified as highly or very highly vulnerable. Indicators—including low household incomes, limited access to institutional credit, inadequate Anganwadi centre provisions, scarce forest resources, and deficient irrigation—are identified as the major drivers of vulnerability. The findings have significant policy implications and offer actionable recommendations for enhancing adaptive capacity at the local level.</p>
