<p>Small and medium-sized enterprises (SMEs) play a pivotal role in global economic development, yet they often face persistent challenges in human resource management (HRM) due to limited technical capacity, financial constraints, and outdated systems. This study investigates how cloud computing can transform HRM practices in SMEs by providing a scalable, cost-effective, and intelligent framework. Drawing on the core principles of cloud architecture, we propose a comprehensive cloud-based HRM platform designed to enhance talent acquisition, performance evaluation, and compensation management. The proposed model integrates distributed computing, real-time analytics, and intelligent decision-support mechanisms, enabling SMEs to achieve transparency, standardization, and agility in HR operations. Through conceptual modeling and simulated implementation, the study evaluates the system’s capability in optimizing performance appraisal processes, automating payroll, and aligning HRM with strategic organizational goals. Experimental results demonstrate the platform’s effectiveness in improving data accuracy, appraisal reliability, and operational responsiveness.</p>
