Digital censorship, anti-corruption Gen-Z protests, and political shifts in Nepal: socio-political, economic, and democratic impacts and global implications – a systematic review

Digital censorship and internet shutdowns worldwide have sparked anti-corruption protests that often result in leadership changes or shifts in the political landscape. These protests, such as Nepal’s September 2025 Gen-Z movement, are frequently triggered by digital censorship, which can lead to government collapse and the establishment of an interim government. This paper examines the impacts of social media blackouts on the socio-political, economic, and democratic aspects of Nepal within the broader context of digital censorship. This review paper is developed based on academic articles, news articles, policies, reports, and web publications. Findings indicate that although the pattern of digital censorship leading to anti-corruption protests is similar worldwide, with root causes stemming from corruption and elite impunity, these movements often result in leadership resignations or prosecutions, leading to political shifts. However, such shifts are frequently temporary or reversed, with more resilient authoritarian regimes remaining in power. The effects of digital censorship range from impacting micro-businesses and education to undermining communication and democratic values, including digital rights and access to information. This suggests that digital censorship, as a short-term solution, can fuel public unrest, weaken government legitimacy, cause socio-economic disruption, and underscore the urgent need for transparency, accountability, and democratic resilience.
