Artificial intelligence in urban governance: examining the impact of AI adoption on citizen participation

This study examines the impact of AI adoption on citizen participation in urban governance in the context of Iran, particularly in contexts with weak participatory foundations. Using an extended Technology Acceptance Model (TAM) that incorporates trust and subjective norm, the study finds that while AI adoption is progressing, it does not lead to stronger citizen involvement in governance processes. The results indicate that although citizens have positive attitudes toward AI, these attitudes do not significantly influence their participation in urban governance. This suggests a disconnect between AI adoption and actual citizen participation, highlighting the need to strengthen institutional readiness and participatory infrastructures to bridge this gap. The study emphasizes that AI’s potential for enhancing governance is dependent on a broader social and institutional context.
