<p>This study underscores the critical role of local government autonomy (LGA) in Nigeria as a catalyst for achieving Sustainable Development Goals (SDGs) at the grassroots governance level. It examines governance inefficiencies and explores how digital tools, particularly artificial intelligence (AI), can enhance transparency, accountability, and service delivery. Utilizing a systematic literature review (SLR) and in-depth interviews with 25 stakeholders—including policymakers and local government officials—the research identifies key barriers such as constitutional ambiguities, state dominance, weak financial independence, corruption, and inadequate infrastructure. These challenges directly limit local governance and impede progress toward key SDG targets: SDG 1 (No Poverty), SDG 11 (Sustainable Cities and Communities), and SDG 16 (Peace, Justice, and Strong Institutions). Enhancing local autonomy through digital tools like AI, the study proposes a pathway to improve governance efficiency and accountability, which are essential for grassroots development. Reliance on dwindling federally allocated revenues exacerbates financial constraints, hindering the implementation of poverty reduction programs. Integrating AI-driven governance models (AI-DGMs) and digital tax collection can offer innovative solutions, supporting SDG 9 (Industry, Innovation, and Infrastructure) by facilitating better resource allocation, enhancing transparency, and reducing corruption. These factors are vital for fostering trust in governmental institutions. The findings contribute to the discourse on governance in Nigeria and present a conceptual framework that integrates policy reforms and technology solutions, essential for realizing the SDGs. Addressing structural challenges through constitutional reforms and investments in digital infrastructure will be crucial for promoting effective decentralization and enhancing local responsiveness to development goals.</p>
