<p>The World Wars heralded the requirement for more indigenous technologies to fuel local manufacturing and production in British India. After independence, this need became more acute and was leveraged by our policymakers to build institutional structures that could lay the foundation of a resilient country. Conceived and founded before independence, the Council of Scientific and Industrial Research (CSIR) represented one of the major public sector organizations shaping science in independent India. CSIR’s contributions had significant effects on the scientific, social, and economic parameters that galvanized India’s S&amp;T ecosystem for decades. The present article traces the forces and context that shaped the establishment of CSIR, particularly that of its earliest National Laboratories.</p>

摘要
