Low-Threshold Rehabilitation of NEET Youth: Case Study with Finnish Register Data

Implemented since 2019, the low-threshold rehabilitation measure, Nuotti coaching, has aimed to help Finnish NEET youth. The treatment connects each rehabilitant with a personal coach for one-on-one counselling sessions lasting up to five months. We assessed the causal effects of Nuotti coaching on various economic outcomes using detailed register data and recently developed econometric methods. We found out that Nuotti coaching has slightly increased the probability of student status among male rehabilitants after the treatment. However, we found no effects on the student status of female rehabilitants, female or male employment status, number of working days per year, or wage income per year. Our results suggest that most young persons in the treatment group are quite far from the open labour markets, and that there are no simple solutions to alleviate their problems.
