<p>This essay explores how deliberative procedures were employed in ethnographic research on Nepalese youth political aspirations in the period following Nepal’s constitutional reforms of 2015. In deliberative mini-publics used to organize a series of seven youth assemblies across the country, youth delegates selected to represent Nepal’s cultural plurality debated collective priorities towards reforming its dominant political culture. Using an exemplar fragment from one of those assemblies in which delegates debated the meaning of “freedom”, this essay shows how procedures that promote communicative action can lead to consensual decision-making. It concludes with a plea for a deliberative turn in democratic political culture.</p>
