Formulation of Combined Pavement Index for Flexible Pavement Condition Assessment of National Highways

In developing countries, highways serve as the primary channels for high traffic density, enduring significant vehicular flow. They distinguish themselves from low-volume roads by enabling efficient, uninterrupted transit, thereby reducing congestion and enhancing logistical efficiency along essential economic corridors. The National Highway network in India extends over a substantial portion of the whole road network of the country. It is imperative to conduct timely maintenance to guarantee the safety and convenience of every road user. In this context, precise evaluation of the condition of pavement is crucial. Several indicators have traditionally been employed to determine the appropriate maintenance considering solely functional parameters. Decisions on maintenance are typically not determined by structural parameters due to certain constraints on the acquisition of structural data. The current study seeks to develop an index that considers both the functional and structural parameters of pavement evaluation. To achieve this, a multivariate technique, factor analysis is employed considering nine surface distresses, roughness, subgrade California Bearing Ratio (CBR) and three deflection basin parameters from Falling Weight Deflectometer (FWD) test that are gathered from actual field testing of National Highways flexible pavement sections in ten different districts of Tamil Nadu state of India. Principal Component Analysis and varimax rotation were used to derive six factors from data on 14 indicators of pavement condition. These six factors accounted for a total variance of 60%. The index numbers were converted into percentages to facilitate comparison across all sections. The formulated Combined Pavement Index (CPI) serves as a tool for decision makers in maintenance management of highways.
