A Cost Risk Assessment Framework for UHV AC Projects Based on WBS-RBS-FAHP-COWA-Matter-Element Extension

Given the intricacy of the ultra-high voltage (UHV) alternating current (AC) project, it is essential to facilitate cost control decisions and mitigate cost risk exposure. This study presents a framework for evaluating the cost risks of UHV AC projects, which integrates the fuzzy analytic hierarchy process-combined ordered weighted averaging subjective–objective combination empowerment method with the matter-element extensible assessment method. This makes the cost risk evaluation more accurate. We utilize the work breakdown structure-risk breakdown structure matrix to identify the influencing factors that significantly correlate with the cost risk of UHV AC projects. By evaluating engineering examples, we can formulate pertinent risk management and control suggestions for analogous projects in the domain of cost risk control, thereby offering a theoretical and methodological reference.
