<p>Phosphate tailings are the by-products of the phosphate ore flotation process and represent a potential secondary phosphorus resource. The recovery of P from these tailings is crucial for the sustainable development of phosphorus resources. In this study, the substitution of SO<sub>2</sub> for acid leach solution to extract phosphorus from the phosphate tailings was proposed to address the issues of high acid consumption and cost associated with traditional acid leaching methods. The results showed that under the optimal leaching conditions such as solid–liquid ratio of 6%, gas flow rate of 0.5 L·min<sup>−1</sup>, reaction temperature of 25 ℃, SO<sub>2</sub> concentration of 7000&#xa0;mg·m<sup>−3</sup>, and oxygen content of 10%, the leaching concentration of P reached 75.41&#xa0;mg·L<sup>−1</sup>, and increased to 188.47&#xa0;mg·L<sup>−1</sup> after 10 cycles of leaching. The use of additives to improve the leaching process revealed that an increase of EDTA-2Na dosage significantly enhanced the leaching of P,the leaching concentration was elevated to 186.12&#xa0;mg·L<sup>−1</sup> at the dosage of 0.5%, with an enhancement effect of 146.8%. Characterization analysis indicated that EDTA-2Na chemisorbed on the surface of phosphate tailings, thereby inhibiting the continued growth of CaSO<sub>4</sub>·2H<sub>2</sub>O. This inhibition significantly reduced the formation of CaSO<sub>4</sub>·2H<sub>2</sub>O during the leaching process, which is believed to be a key factor in the enhanced leaching of P. Importantly, this method accomplishes the resource utilization of phosphate tailings, contributes to flue gas purification and phosphorus leaching. Therefore, it is a technique that offers both environmental and economic benefits.</p>
