Workplace-Facilitated Recovery Through Substance Use Policies

Problematic substance use is a reality in Canada, posing both health and occupational risks, as it can impair an employee’s ability to perform their job safely and effectively. Problematic substance use can result in significant personal and organizational burdens, including financial losses due to absenteeism and loss of productivity. Workplace substance use policies have an important role in setting standards for substance use that impacts the workplace, there tends to be an insufficient emphasis on support for an employee’s recovery. This narrative review aims to highlight the pivotal role that workplace policy can play in facilitating recovery from substance-related conditions. The authors provide recommendations for improving substance use policies and moving them toward a much-needed recovery-focused approach. Employers, particularly in safety-sensitive workplaces, are encouraged to commit to developing comprehensive substance use policies that include recovery support, increased stakeholder engagement, the facilitation of supportive environments, protections for confidentiality, and a method for assessing efficacy and reevaluation. Integrating recovery principles into workplace substance use policies can facilitate a healthier and more productive workplace. Comprehensive policies that are put into practice not only increase workplace safety but can benefit employers in several ways: supporting employees in recovery can assist to maintain safe and productive employment and doing so can reduce legal liabilities. Employers and decision-makers can use this paper as a guide to optimize an approach that allows employees to simultaneously pursue recovery and remain employed in a supportive workplace environment.
