<p>This paper introduces the fully Neutrosophic Data Envelopment Analysis (Neu-DEA) model, which considers inputs, outputs, and weights as triangular neutrosophic numbers (TNNs). We use the expected upper and lower bounds of TNN to define an expected value function. The efficiency of the Decision Making Units (DMUs) is then calculated by solving this crisp LP model, categorizing the DMUs into efficient and inefficient groups. To enhance the performance of the inefficient DMUs, we introduce a reference set comprising efficient DMUs to serve as benchmarks. Then, we propose a ranking technique to completely rank DMUs that have identical efficiency scores. The neutrosophic super-efficiency DEA model significantly aids in effectively ranking the DMUs. To illustrate the practicality and validity of the proposed model in real-world scenarios, we apply it to assess the state-wise educational performance in India.</p>
