Sportpolitik als Arena bundespolitischen Wirkens: Zu Zielen, Dynamiken und Effekten der Arbeit des Bundestags-Sportausschusses der 20. Legislaturperiode

This exploratory study examines the activities of the (deputy) members of the German Bundestag’s Sports Committee during the 20th legislative period (2021–2025). Based on a longitudinal survey and the analysis of 63 committee meetings, it investigates the significance of sport as a federal policy area, as well as the committee’s objectives, thematic priorities and impact. The findings reveal differing objectives, hierarchies of objectives, attributions of significance and thematic priorities, which cannot be aligned along the distinction between government and opposition groups and also extend to areas beyond formal federal responsibility. The policy area of sport initially enjoyed high relevance, but lost significance over time. Competitive sport, volunteering and sports facilities are consistently prioritised, whereas polarising issues such as the equal treatment of e‑sports and the exclusion of Russian athletes were viewed controversially. The objectives and preferences change over the legislative period, and the committee’s agenda reflects members’ preferences only to a limited extent. This paper draws on various theories and provides impetus for future research into sports policy, as well as for a better understanding of parliamentary mechanisms in this policy area.
