Despite multiple crises, German municipalities initially managed to navigate the crisis relatively well from a fiscal standpoint since 2020. This development came to an end in the years 2023 and 2024. The sharp fiscal downward trend affects municipalities that are marked by pronounced disparities. Prosperous municipalities with high investment capacity stand in contrast to financially weak municipalities burdened with high legacy debt and low investment capacity. Against this backdrop, the current financial situation of municipalities is analyzed. As key measures to restore financial capacity to act, strengthening municipal investment activity and, closely related, the necessary reduction of bureaucracy are discussed.
