<p>Classic regional economic location theories are based on the assumption that the economic strength of municipalities and regions is essentially determined by ‘hard location factors’. However, in practice, municipal economic development efforts face various constraints—particularly regarding the ‘hard’ production factors (labor, capital, land/space, knowledge, energy). This article therefore argues that local economic development should be modeled as a&#xa0;coordination problem. Only by combining a&#xa0;theoretical and analytical view of regional economic location conditions—as robustly identified through classical location theories—with the procedural aspects of the administrative coordination necessary to create region-specific market conditions, can the constraints on the actions of the responsible local economic development agencies be adequately explained.</p>
