<p>Local transport policy is undergoing change in the face of the multiple demands of the mobility transition. The contribution deals with the role of services of general interest in this process of policy change and addresses the question of whether the expansion of services of general interest can benefit from the mobility transition. Climate and energy policy is the key driver of the mobility transition. However, there is only a&#xa0;limited relationship between this policy shift and services of general interest, as can be seen in concepts such as the mobility guarantee. The essential conditions for policy change, as envisaged by the multiple streams approach, do not seem to be in place. Rather, there are obstacles in the multi-level system that make it difficult to set the agenda for cross-sector initiatives.</p>
