What Is the Impact of Industrial Structure Adjustment on the Ecological Efficiency of Marine Carbon Sink Fishery: Evidence from Coastal Provinces in China?

This paper explores the impact and mechanisms of industrial structure adjustment on the ecological efficiency of marine carbon sink fisheries (MCSFEE) using panel data from nine coastal provinces in China (2005-2022). The study finds a steady rise in MCSFEE across China, with notable north-south spatial disparities—the Southern Marine Economic Zone exhibiting the highest efficiency (significantly outperforming the north), with Shandong and Fujian provinces making the most prominent carbon sink contributions (434,200 and 393,500 tones, respectively, in 2022). Industrial structure upgrading (ISU) significantly enhances MCSFEE (coefficient: 0.304, significant at the 1% level), while industrial structure rationalization (ISR) exerts a suppressive effect (coefficient: -0.463, significant at the 5% level), with stronger impacts observed in the northern and eastern marine economic zones and small-scale aquaculture areas. Further analysis reveals that industrial upgrading improves ecological efficiency through technological innovation (mediating effect coefficient: 0.774) and human capital enhancement (mediating effect coefficient: 0.163), confirming the dual roles of technology-driven and labor quality optimization. This study employs a super-efficiency SBM model and material mass method to quantify shellfish and algae carbon sink capacity, revealing asymmetric effects of industrial structure adjustment—upgrading enhances ecological efficiency while rationalization inhibits it, with pronounced regional heterogeneity. These findings provide critical theoretical and policy insights for advancing sustainable marine carbon sink fisheries.
